0 = Manual Alarm (Emergency)

1 = Reset

2 = Watch Dog

3 = Clock Monitor Fail

4 = Illegal Instruction

5 = Illegal Interrupt

6 = Communication Error

7 = Communication Restored

8 = Subsystem Communication Error

9 = Subsystem Communication Restored

10 = Manual Alarm Clear (Emergency)

11-255 = Not Used

Data -> Depends on Alarm Type (Not currently defined)
