Baserateisaglobalratethatyouwanttochargeforaunitofchargeablecomputingresourceusedorallocated.
Forexample:

Ratefactoristhemultiplicationfactortobeusedalongwiththebaseratetocalculatethechargeforaunitof
chargeablecomputingresourceusedorallocated.Ratefactorsareusefulwhenyouwanttochargetheentities
inahierarchydifferently.Theratefactorsenableyoutoapplya
costthatisamultipleorafractionofthebase
rate.Theratefactorvaluecanbebetween0and999.99.Theprecisionisuptotwodecimalplaces.Forexample:
Fixed Cost
Afixedcostisadefinitecostthatcanbechargedonanentity.Itisaperiodicallychargedcostforaresource
oraservice.Forexample,theannualmaintenancecostforthenetworkorforeachserver.Coststhatare
applicabletoalmostalltheentitiesandhierarchiescan
bedefinedasfixedcostsintheapplication.Thislets
youupdatesuchcostsperiodicallyandmanagethemcentrally.Italsoensuresthatalltheentitiesand
hierarchiesareuniformlychargedforcommonservicesandresources.Inaddition,youcanalsodefinecustom
fixedcoststhatarespecifictoan
entity,agroupofentities,oranentirehierarchy.Forexample,therealestate
costforphysicalstorageoftheservers.Thiscostdiffersbasedontheactualgeographiclocation.
Billing Policy
Abillingpolicydeterminesthecosttypesandtheamountofchargeablecomputingresourcesunitstobe
consideredforcalculatingthechargebackcost.vCenterChargebackprovidesthefollowingbillingpolicies:
FixedCost:Onlythefixedcostsassociatedwitheachentityinthechargebackhierarchyisconsideredfor
billing.Theactualusageofthechargeablecomputingresourcesisignored.
ActualUsage:Inthispolicy,theactualutilizationofthechargeablecomputingresourcesofthevirtual
machinesisdetermined.Thetotalcostisthencalculatedbyusingthebaseratessetinthecostmodeland
theactualusedunitsofthechargeablecomputingresources.
Reservation:Thispolicytakesintoaccountthecapacityofachargeableresourcereservedforavirtual
machine.vCenterServerallowsonlyCPUandmemoryreservation.ThisreservedcapacityofCPUand
memoryalongwiththeactualutilizationofotherchargeablecomputingresourcesisusedforcalculating
thetotalcost.
