AND DGT -- Automatic Network Dialing (AND) digit
is sent after CO line seized. This feature allows user
to initiate CO calls only by dialing CO Group Access
Code.

(ARS) is set, ARS digit is dialed instead of CO
Group Access code when there is no available path.
