The VC-EVCC starts to lock the plug (set PlugLock_MotorDrive to direction which closes
the plug) if all following conditions are fulfilled:
Inlet_ConnectionStatus is active
Inlet_UnlockedTime has elapsed
Vehicle_PlugLockAllowed is set
Inlet_MotorStatus is unlocked
PlugLock_MotorStatus is not error
