The VC-EVCC starts to lock the plug (set PlugLock_MotorDrive to direction which closes
the plug) if all following conditions are fulfilled:
 Inlet_ConnectionStatus is active
 Inlet_UnlockedTime has elapsed
 Vehicle_PlugLockAllowed is set
 Inlet_MotorStatus is unlocked
 PlugLock_MotorStatus is not error
