Once notification occurs, the service engineer should examine the error log file
(after using the ANALYZE/ERROR command) or read the appended Merged
Error Log (MEL) file in the SICL service request message. (The MEL file is
encrypted, refer to Section 5.2.9.1 for instructions in converting these files.)
