NOTE: The Police and Railroad banks share 100 PRIVATE channels.
These user-programmed channels are scanned after pre-programmed
channels.
Pressing Fire/Ambl more than once will cycle through the banks in
this order:
1. Fire/Ambulance
2. Fire
3. Ambulance
4. None
