FTRl has contracted with non-profit organizations throughout the
state to be Regional Distribution Centers to meet the needs of hearing and
speech impaired residents. At these centers, a hearingkpeech impaired person
may have an equipment application processed, see a demonstration
of
the
equipment, receive equipment training, receive ongoing equipment maintenance
service and obtain local support services.

FTRl’s application process is a simple process.

Since the enactment of the Rule, BellSouth has been providing
specialized CPE to its hearingkpeech impaired customers
in
Florida.
16.
Currently, very few hearingkpeech impaired customers purchase
or lease specialized CPE from BellSouth. Specifically, for the last three year
period from January
1
,
2003 to December
31
,
2005
only a total of
608
pieces of
equipment were sold or leased in Florida.

The Commission’s requirement that BellSouth provide specialized
CPE to customers imposes
a
financial burden on BellSouth because it forces
BellSouth to incur administrative costs in complying with the Rule. In addition, the
Rule requires BellSouth to only charge its costs for the equipment. Such a
requirement is no longer necessary given the FTRl’s provision of this same
equipment for free. Further, to the extent a hearingkpeech impaired customer
