In this configuration, the master senses that there are three slave controllers, and distributes a eight-
phase CLKIO signal. The slave controllers sense the voltage on their PHSEL pins and delay the proper
number of CLKIO pulses to be 45°, 90°, and 135° out-of-phase with the master.
