Figure 2 shows the schematic diagram for the bq24020EVM, not bq24023EVM.

When using bq24023, pin 9 and J5–2 are TTE.
DC–, BAT–, and V– are tied together.
R6 and R7 are optional and protect the EVM from applying two different sources.
R4 and R5 are optional if a thermistor is used on the bq24020.
