4.2 Fire Detection System
4.2.1 Scope of Monitoring
The objective is to monitor the complete building in which the archives and libraries
are present. However the critical areas to be monitored are:
– Fire compartment comprising archive area
– Room adjacent to the archive area
– Supply air to the archive area
Fire Safety Concept
The protective measures are to be planned and executed in such a way that
– Smoke is detected as early as possible
– Fire cannot spread unhindered outside the archive area
– External fire cannot spread unhindered into the archive area
– Alarms are raised early and evacuation is fast
– Internal and/or external fire brigade to take the right measures
– Fire extinguishing with minimal delay and without harming people and assets
– Effective smoke extraction is ensured
– Archive area can be restored to operational condition as quickly as possible.
Other measures
The following additional protective measures are also recommended:
– Regular scheduled maintenance of all technical installations
– Forming fire compartment within the archive area by additional fireproof sepa-
ration, storage system and archive, and air conditioning system (if the latter is
installed in a separate area)
– Alarm organization plan
– Implementation of electrical installations with fire-resistant cables (Halogen
free)
– Removal of waste paper at regular intervals
4.2.2 Fire Safety and Supplementary Measures
Building Type Fire Safety Measures Supplementary Measures
Solid, fire resistant construction
(new and old buildings)
Mixed building structure with
variable fire resistance (only old
buildings)
Building structure without fire
resistance (only old buildings)
– Fire detection system in the
building including, parking
area (internal), technical
rooms, elevator, ect.
– In archive rooms fire safety
system according to the crite-
ria described in chapter 4.2.3
– Archives room has to form a
separate fire compartment
ensuring fire protection classi-
fication regarding to national
regulations, e.g. NFPA 232
with minimum 2-hours fire bar-
rier
– According to the value stored
in archives, extinguishing sys-
tem is required
– Protection against unauthor-
ized access
– RFID protection against valu-
able items removal
– Detection and monitor of
violent penetration of room
facility and object (intrusion
and CCTV)
– HVAC monitoring and envi-
ronmental control, cooling
units, power supplies, genera-
tors etc.
