3.1.5 Conclusion
Not only the objective risk plays an important role in risk identification, but also the
subjective risk perception and the change of risks. It does not suffice to consider
experiences made in the past. In the future, risks may occur that have been hith-
erto unrecognized or underestimated, as single risk or in combination.
It is therefore of utmost importance for the fire safety and security managers con-
tinually expand their expertise in the fields of security and fire safety, to exchange
knowledge and experience, and thus be able to learn from each other.
3.2 Fire safety and security measures
3.2.1 Organizational and staff-related measures
Access regulation (visitors, cleaning staff, service technicians, craftsmen, etc.)
Alarming (e.g. manual call point, telephone, radio equipment)
Alarming and intervention concept (e.g. fire brigade, police, medical service, se-
curity service, technical service, etc.)
Alarm receiving and alarm processing (e.g. security control room)
Delivery and dispatch of goods (operating procedures)
Emergency and safety organization according to defined scenarios (emergency
telephone numbers, check lists, procedures, etc.)
Escape route plans (escape routes, manual call points, fire extinguishers, emer-
gency exits, wall hydrants, etc.)
Key and badge management (e.g. craftsmen, visitors)
Internal directives (e.g. work regulations, safety regulations, rules of conduct in
case of particular events and emergency cases)
Operating processes define access to the various security zones and archives
and libraries areas (persons and goods)
Prohibition and information signs (e.g. smoking ban, escape route indication)
Safety/fire safety training for internal and external staff (operating procedures,
special risks and rules of conduct in archives and libraries)
Security policies and procedures (instructions for staff, service technicians, visi-
tor, etc.)
Tasks and duties of the security organization (work contract, instructions)
Tasks of the security organization (e.g. guards)
