INVERTER gate truth table:
7.2.70 4503 (Tri-state hex BUFFER w/Strobe)
Four of these six non-inverting buffers (I1 through I4) are enabled by a high on EN1 and the
last two (I5 and I6) are enabled by a high on EN2.
