Common L2 parameters.
These fields can be changed on a CBI_M2_UPDATE_PARMS at any time, with
the following exceptions:
• cong_method

Return code indicating whether the update was successful. This field can take
the following values:
CBI_OK The update was successful.
CBI_INVALID_TIMER_VALUES One or more timer value was incorrect.
CBI_RESOURCE_FAILURE The update failed because L2 could not
obtain the required resources (for
example, because of a memory shortage).
CBI_UNSUCCESSFUL The update failed for another reason.
