If the National option of multiple congestion discard levels is configured,
then the number of messages discarded for levels 1–3 are stored in array
indexes 1–3.

If the International, single congestion discard level is configured, the
number of congestion events which resulted in one or more messages

then the number of such events for levels 1–3 are stored in array indexes
1–3.
