1. L3 sends a CBI_M2_REGISTER to L2 to identify the new MTP3 process
with which L2 should communicate. L2 returns the signal as a response
indicating whether the registration was successful. L2 also sends a
CBI_M2_AVAILABLE to notify the L3 that a data interface registration is
in place, and that it is ready to receive further signals.
2. On receipt of the CBI_M2_REGISTER response, L3 sends a
CBI_M2_QUERY_STATUS signal to L2 to request link status information.
L2 returns its current status information in a CBI_M2_QUERY_STATUS
response.
3. If the status information held by L3 does not match that received from
L2, L3 is responsible for synchronizing the two processes. In this
situation, L3 issues a CBI_M2_STOP signal to L2 to release the link with
the peer L2 process.
