outage.
1. L2 issues a CBI_M2_REM_PROCSSR_OUTAGE to L3 to indicate that the
remote end of the link is signalling a processor outage condition.
2. L2 sends a CBI_M2_REM_PROCESSR_RECOVRD to notify L3 that the
remote end of the link has indicated that a processor outage condition
has ended.
3. L3 sends the CBI_M2_FLUSH_BUFFERS signal to instruct L2 to discard
all data messages in its retransmission buffer, transmission buffer, and
receive buffer.
4. When it has cleared the retransmission buffer, L2 sends a
CBI_M2_RTB_CLEARED signal to L3.
5. When it has cleared the receive buffer, L2 sends a
CBI_M2_RB_CLEARED signal to L3.
