1. L2 issues a CBI_M2_REM_PROCSSR_OUTAGE to L3 to indicate that the
remote end of the link is signalling a processor outage condition.
2. L2 sends a CBI_M2_REM_PROCESSR_RECOVRD to notify L3 that the
remote end of the link has indicated that a processor outage condition
has ended.
3. L3 sends the CBI_M2_CONTINUE signal to indicate to L2 that normal
communication has resumed and requests that L2 resume sending
data messages to its peer L2 process, including any messages pending
transmission before the processor outage condition occurred.
