outage.
1. L2 issues a CBI_M2_REM_PROCSSR_OUTAGE to L3 to indicate that the
remote end of the link is signalling a processor outage condition.
2. L3 sends a CBI_M2_LOC_PROCSSR_OUTAGE to L2 and starts the
changeover for the link. Neither the BSNT nor messages are retrieved.
3. When the changeover is complete, L3 sends a
CBI_M2_LOC_PROCSSR_RECOVRD to L2.
4. At some later time, L2 sends a CBI_M2_REM_PROCESSR_RECOVRD to
notify L3 that the remote end of the link has indicated that a processor
outage condition has ended.
