®
Concrete & Garage Recoat Primer is an easy
to use, revolutionary technology which allows you to coat
over a previously coated or sealed concrete floor without
having to scuff, sand, or grind the surface. Transform your
worn garage, basement or patio floor with any Rust-Oleum
floor coating (including water and solvent base).

PRODUCT APPLICATION
READ ALL INSTRUCTIONS CAREFULLY BEFORE
STARTING PROJECT
For use on previously coated or sealed concrete floors in
garages, carports, basements, laundry rooms, and other
surfaces. May be applied to bare, etched concrete.
Note: This Concrete & Garage Recoat Primer is not a
suitable replacement for etching a concrete surface. Proper
surface preparation is critical for product performance.
LIMITATIONS
Do not use over superhydrophobic sealers or floors
contaminated with tire seal and protectant products. Not
recommended for asphalt.
Note: Concrete & Garage Recoat Primer is a gray color.
Clear topcoats are not recommended for use over Concrete
& Garage Recoat Primer.
SURFACE PREPARATION
For a previously painted, coated, stained, or sealed concrete
surface, use a wire brush to remove any loose or peeling
paint. Rinse or sweep away dust and other particles. Clean
the entire floor with Rust-Oleum Cleaner & Degreaser. Sand
(60-80 grit) or spot etch all exposed concrete surfaces using
Rust-Oleum Clean & Etch. Rinse thoroughly and allow to dry
completely.

WARNING! If you scrape, sand or remove old paint, you may
release lead dust. LEAD IS TOXIC. EXPOSURE TO LEAD
DUST CAN CAUSE SERIOUS ILLNESS, SUCH AS BRAIN
DAMAGE, ESPECIALLY IN CHILDREN. PREGNANT
WOMEN SHOULD ALSO AVOID EXPOSURE. Wear a
NIOSH-Approved respirator to control lead exposure. Clean
up carefully with a HEPA vacuum and a wet mop. Before you
start, find out how to protect yourself and your family by
contacting the National Lead Information Hotline at 1-800-
424-LEAD or log on to www.epa.gov/lead.
APPLICATION
Concrete & Garage Recoat Primer is ready to use. Do not
thin. Apply only when air (ambient) temperature is between
50-90ºF (10-32ºC) and the relative humidity is below 85%.
Do not paint outdoors if rain is expected within 24 hours. Stir
thoroughly before applying.
Use a brush or edger to trim the perimeter and hard-to-reach
areas. Use a long handled extension pole and a high quality
⅜” nap roller cover to apply an even coat of Rust-Oleum
Concrete & Garage Recoat Primer onto the surface. Apply in
4’x4’ foot sections and maintain a wet edge while rolling.
Continue applying in 4’x4’ sections until complete. Do not let
product puddle. Only one coat is recommended.
DRY & RECOAT TIMES
Dry and recoat times are based on 70ºF and 50% relative
humidity. Dry times increase at cooler temperatures.
Concrete & Garage Recoat Primer must be allowed to dry a
minimum of 6 hours, but no more than 48 hours, to ensure
proper adhesion of topcoat.
CLEAN-UP
Wash tools and equipment with warm water and a mild
detergent immediately after use. Properly dispose of all
soiled rags. Store in a cool, dry area and do not let product
freeze.
COVERAGE
Covers up to 400 sq. ft. per gallon on previously sealed,
painted, coated, or smooth concrete floors. Rough or porous
surfaces will require more material.
