.DESCRIPTION AND USES  . 
Rust-Oleum
®
 Penetrating Concrete Sealer seals and 
protects bare concrete and masonry surfaces (including 
landscaping blocks and concrete pavers) from the 
damaging effects of water, chemicals and UV light without 
changing the appearance of the concrete. This water-base 
formula penetrates deeply into and reacts with the 
concrete to form a protective barrier beneath the surface 
to keep water out, protect against stains and extend the 
life of the concrete surface. 
It is suitable for use on interior or exterior, bare concrete 
and masonry surfaces. Do not use on asphalt. It is ideal 
for driveways, walkways, porches, pool decks, basements 
and more. 
This product is not for use on previously painted or stained 
floors or over loose or poorly cured concrete. Areas 
subject to hydrostatic pressure are best coated with a 
waterproofing paint. Not recommended for use on garage 
floors where a film forming sealer is present.

READ ALL INSTRUCTIONS CAREFULLY BEFORE 
STARTING PROJECT 
SURFACE PREPARATION 
Proper surface preparation is critical to achieve best 
results. Allow newly poured concrete to cure for a 
minimum of 28 days. Sweep away all loose dirt, debris 
and remove any vegetation that could interfere with 
application and performance. If necessary, use a wire 
brush or sander to remove any loose or unsound concrete 
or masonry. Remove any efflorescence with an 
efflorescence remover (sold separately). Clean the entire 
surface, including any oil or grease spots with Rust-Oleum 
Cleaner & Degreaser (sold separately). Scrub the surface 
with a stiff bristle brush or broom. Rinse thoroughly with 
fresh water, preferably with a power washer. Repeat as 
necessary to completely clean and rinse. Allow to dry to 
the touch (typically 4-6 hours) before applying product.

APPLICATION 
Rust-Oleum Penetrating Concrete Sealer is ready to use. 
Do not thin. Use only when air (ambient) temperature is 
between 50-90°F (10-32°C) and the relative humidity is 
below 85% during the day and night. Do not apply in 
direct sunlight. Do not apply if rain is expected within 24 
hours. Use in a well ventilated area. Avoid applying late in 
the day when temperatures are falling as the formation of 
dew can interfere with proper sealing. 
Mask adjacent surfaces to allow spray application up to all 
edges. Protect delicate foliage from overspray. Apply 
using a standard pump sprayer with an adjustable spray 
tip or apply using a standard ⅜” nap roller. Choose the 
best applicator for the size of the project and texture of the 
concrete. Do not pour the sealer directly on the surface or 
allow to puddle. 
Stir the container to mix product. Fill pump sprayer with 
product, then fully pressurize the sprayer. Set the spray tip 
to a medium-fine mist and spray 10-12” from the surface. 
Start and stop the sprayer just off the work area to prevent 
drips. For larger areas, work in 6’x6’ sections at a time 
before moving to the next section. Apply the product 
evenly, using a circular or oval pattern to saturate the 
surface. Do not allow the sealer to puddle. Back roll any 
puddles using a ⅜” nap roller. 
Once sealed, it is no longer a paintable surface. For 
ongoing maintenance, surfaces previously sealed with 
Rust-Oleum Penetrating Concrete Sealer (or another 
water-based penetrating concrete sealer) may be sealed 
again with this product. 
COVERAGE 
Each gallon covers approximately 250 square feet (single 
coat). Coverage will vary depending on the porosity of the 
surface. Porous surfaces may require multiple coats. 
DRY TIME 
Dry time is based on 70°F and 50% relative humidity. 
Allow longer dry time at lower temperatures and higher 
humidity. Wait a minimum of 4-6 hours for light foot traffic. 
Wait 24-48 hours before returning heavy items, furniture 
and vehicles. The surface will be fully cured in 72 hours. 
CLEAN-UP 
Soap and water. Properly dispose of all soiled rags, roller 
covers and unused product.
