+COPS - Operator Selection
AT+COPS=? Test command returns a list of quadruplets, each representing an operator
present in the network.
The quadruplets in the list are separated by commas:
+COPS: : [list of supported (<stat>,long alphanumeric <oper>
,short alphanumeric <oper>,numeric <oper>[,< AcT>])s]
[,,(list of supported <mode>s),(list of supported <format>s)]
where:
<stat> - operator availability
0 - unknown
1 - available
2 - current
3 - forbidden
<AcT> access technology selected:
0 GSM
1 GSM Compact
2 UTRAN
Note: since with this command a network scan is done, this command may
require some seconds before the output is given.

Execution command is used to lock or unlock a ME or a network facility.
Parameters:
<fac> - facility
"SC" - SIM (PIN request) (device asks SIM password at power-up and
when this lock command issued)
"AO"- BAOC (Barr All Outgoing Calls)
"OI" - BOIC (Barr Outgoing International Calls)
"OX" - BOIC-exHC (Barr Outgoing International Calls except to Home
Country)
"AI" - BAIC (Barr All Incoming Calls)
