z AT+CIICR only activates moving scene at the status of IP START,
after operating this Command, the state will be changed to IP
CONFIG.
z After module accepting the activated operation, if activate successfully,
the state will be changed to IP GPRSACT, response OK, otherwise
response ERROR.

Only at the status of activated the moving scene: IP GPRSACT、TCP/UDP
CONNECTING、CONNECT OK、IP CLOSE can get local IP Address by
AT+CIFSR, otherwise response ERROR.
