10.13.4 Port E Pull-Up MOS Control Register (PEPCR)
PEPCR controls on/off of the input pull-up MOS for port E. PEPCR is valid in 8-bit bus mode.

When not specified for data or address output,
setting a PEODR bit to 1 makes the corresponding
pin an NMOS open-drain output pin, while clearing
