Add full contents of package to 2 gallons of water into plastic bucket. Mix the powder in water until completely dissolved. Shut off water supply to the water heater from the inlet and outlet valve and relieve pressure. Disconnect the water heater at the energy source. Disconnect inlet and outlet water valves.
