Get modem setting of region.

Use this command to get modem trail information.
BYTE0: modem reset count. This count should be increased if
any reset occur.(0~255)
BYTE1: reset reason.
0x00 = UNKNOW,
0x01 = EXTERNAL,
0x02 = POWERON
0x03 = WATCHDOG,
0x04 = BROWNOUT,
0x05 = JTAG,
0x06 = WARM
BYTE2: network depth(0~15)
BYTE3~BYTE15: reserved.
