The READ BLOCK LIMITS command directs the tape drive to report it’s
block length limits.

The READ BLOCK LIMITS data shown below is sent during the DATA
IN phase of the command. The command does not reflect the currently
selected block size, only the available limits. MODE SENSE is the
command that returns the current block size.
