Packet Description
This packet is used to start or enable a station on a link.

= 0x4000 - for Little Endian Clients

iProtModifier = - 0 for infinite time limit
- non-zero is timeout value in seconds (1-255)

usProtSessionID = protocol session number from "attach-packet"

usProtXparms[0] = non-zero station id
usProtXparms[1] = 0
Note
The Freeway header is used only with DLI (it is not applicable for
DLITE), and the
usLength field of the ICP header is used only with-
out DLI.
