Manually specify an operator. Refer also to *NETOP.
 mode=0 : Automatic - any affiliated carrier [default].
 mode=1 : Manual - use only the operator <oper> specified.
 mode=4 : Manual/Automatic - if manual selection fails, goes to automatic
mode.
 format=0 : Alphanumeric ("name") (G3x10 must use this format).
 format=2 : Numeric
