90.4 Enforcement. This Code is intended to be suitable for
mandatory application by governmental bodies that exercise
legal jurisdiction over electrical installations, including signaling and
communications systems, and for use by insurance inspectors. The
authority having jurisdiction for enforcement of the Code has the
responsibility for making interpretations of the rules, for deciding on
the approval of equipment and materials, and for granting the special
permission contemplated in a number of the rules.
By special permission, the authority having jurisdiction may waive
speci c requirements in this Code or permit alternative methods
where it is assured that equivalent objectives can be achieved by
establishing and maintaining effective safety.
This Code may require new products, constructions, or
materials that may not yet be available at the time the Code
is adopted. In such event, the authority having jurisdiction
may permit the use of the products, constructions, or materials
that comply with the most recent previous edition of this Code
adopted by the jurisdiction.
300.4 Protection Against Physical Damage.
(B) Nonmetallic-Sheathed Cables and Electrical Nonmetallic
Tubing through Metal Framing Members.
(1) Nonmetallic-Sheathed Cable. In both exposed and concealed
locations where nonmetallic-sheathed cables pass through either
factory- or  eld-punched, cut, or drilled slots or holes in metal
members, the cable shall be protected by listed bushings or listed
grommets covering all metal edges that are securely fastened in
the opening prior to installation of the cable.
(D) Cables and Raceways Parallel to Framing Members
and Furring Strips. In both exposed and concealed locations,
where a cable- or raceway-type wiring method is installed parallel
to framing members, such as joists, rafters, or studs, or is installed
parallel to furring strips, the cable or raceway shall be installed
and supported so that the nearest outside surface of the cable or
raceway is not less than 32mm (1 1⁄4 in.) from the nearest edge of
the framing member or furring strips where nails or screws are likely
to penetrate. Where this distance cannot be maintained, the cable or
raceway shall be protected from penetration by nails or screws by a
steel plate, sleeve, or equivalent at least 1.6mm (1⁄16 in.) thick.
Exception No. 1: Steel plates, sleeves, or the equivalent shall not
be required to protect rigid metal conduit, intermediate metal
conduit, rigid nonmetallic conduit, or electrical metallic tubing.
Exception No. 2: For concealed work in  nished buildings,
or  nished panels for prefabricated buildings where such
supporting is impracticable, it shall be permissible to  sh the
cables between access points.
Exception No. 3: A listed and marked steel plate less than
1.6mm (1⁄16 in.) thick that provides equal or better protection
