oscillator and system PLL enabled; IRC, BOD disabled; all peripherals disabled in the
SYSAHBCLKCTRL register (SYSAHBCLKCTRL = 0x1F); all peripheral clocks disabled; USB_DP
and USB_DM pulled LOW externally (LPC1342/43).
