Make sure you restart Internet Information Services (IIS) after you install PM Central.
To reset IIS using IIS Manager:
Go to Start > Administrative Tools > IIS Manager.
In the Connections pane on the left, expand and select the node for the server you want to restart.
In the Actions pane on the right, select Restart.
To reset IIS using command-line utility (must be a member of the Administrators group on the local computer):
Go to Start and click Run.
In the Open box, type cmd and click OK.
At the command prompt, type iisreset /noforce computername and press Enter.

To uninstall PM Central:
Double-click the Setup.bat file included in the product hierarchy folder.
From the Setup program, select SharePoint Project Management Central Core Components and click Install.
Click Next to perform the system check. When the system check is finished, click Next again.
Select Remove All from the installation wizard, then click Next and wait while the wizard removes the product components.
When the wizard is finished, click Next. Check the summary log to make sure all of the components were removed successfully. Click Close.
