Time mode/UTC Parameters:
Bit 7: 1 = UTC time mode enabled
0 = GPS time mode enabled
Bit 6: 1 = UTC offset decoded
0 = UTC offset not decoded
Bits 5-0: Present UTC offset value, range
–32…+31 seconds from GPS time* (ignore if Bit 6 = 0).
