VRS is now enabled.
Reset system and start over.
If CSQ is being detected the
VRS will not enable.

VRS VIP active
state?
Program mobile codeplug for
VRS VIP.
Is switch in
correct VIP?
Program mobile codeplug for
proper VRS VIP active state.
Check VRS VIP switch
input.
