The <strength> values are based on Verilog strengths:
Port identifier code
The <identifier_code> is an integer preceded by < that starts at zero and is
incremented for each port in the order the ports are specified in the
vcd add
commands (p379). Also, the variable type recorded in the VCD header is "port".
