an emergency occurs and the utility service needs to be interrupted to facilitate repairs or to
prevent risk to life or property it is expected that all efforts be made to promptly respond and
correct the problem, and notification to facility maintenance be done so emergency response
can be in-acted to maintain order and proper operation of the institution.
