JP2 IEEE802.3af Power over Ethernet standard operation. The controller is only stable starting

from 22-24V DC power input, so when powering from lower voltages, it should be disabled.

Note that the controller is active for both PoE and J7 power jack, so even when not using PoE,

disable the controller for lower voltages.

Open Normal operation according to IEEE802.3af Power over Ethernet standard

Closed Disable PoE control (for passive PoE injectors and/or input voltage less than 22V)
