• FILL: JPEG Fill Right
0: JPEG picture width is a multiple of 16.
1: JPEG picture width is a multiple of 8 pixels but not a multiple of 16 pixels. Can be set to 1 only for JPEG sampling format
0. HW must fill one block of zero pixel data to the right border of the picture.

0: single type, MB 1 block,
1: single type, MB 4 blocks (not supported),
2: three types, MB 6 blocks (4:2:0),
3: three types, MB 4 blocks (4:2:2),
4: three types, MB 3 blocks (4:4:4) (Not supported)
5: three types, MB 4 blocks (4:4:0)
• QTABLES: Amount of Quantization Tables in External Memory
0: No quantization tables. (not supported)
1: One quantization table. Used when picture is single type.
2: Two quantization tables. One for luminance and one for Chrominance. (not supported)
3: Three quantization tables. Each type (Lu, Cr, Cb) has own QP-table.
Base address for tables is defined in “Base address for standard dependent tables” register, offset 0x00a0.
• STREAM_START_BIT: Stream Start Bit
Exact bit of stream start word where decoding can be started.
