When in either transmit or receive PERT mode, and the options field was set to send results every second, this
message will be sent every second to the host device.

that have either been transmitted or received,
based on the Test Mode above.

Type 0x41. Sent LSB to MSB. Valid range

PERT Success = Number of Packets
Received/Total Number of Packets.
