on pin 11 of IC1.

Check R1 is in the
right place.
Check
 The battery is good and in the right way
around.
 Check the power clip is connected the
right way around and soldered correctly.
 IC1 is in the right way around (notch
next to the INTERFACE connector).
 IC1 for a short between pins 11 & 12.

 R1 for a dry joint.
 LED1 is the right way around,
for dry joints or a short.

on IC1 pin 13.

 SW1 for dry joints.

Yes NoR1 & R5 are in the
wrong place.
