Barriers for Residential Swimming Pool Guidelines:
Anoutdoorswimmingpool,includinganinground,aboveground,orongroundpool,hottub,or
spa,shouldbeprovidedwithabarrierwhichcomplieswiththefollowing:
1. Thetopofthebarriershouldbeatleast48inchesabovegrademeasuredonthesideofthe
barrierwhichfacesawayfromtheswimmingpool.Themaximumverticalclearancebetween
gradeandthebottomofthebarriershouldbe4inchesmeasuredonthesideofthebarrier
whichfacesawayfromtheswimmingpool.Wherethetopofthepoolstructureisabove
grade,suchasanabovegroundpool,thebarriermaybeatgroundlevel,suchasthepool
structure,ormountedontopofthepoolstructure.Wherethebarrierismountedontopofthe
poolstructure,themaximumverticalclearancebetweenthetopofthepoolstructureandthe
bottomofthebarriershouldbe4inches.
2. Openingsinthebarriershouldnotallowpassageofa4-inchdiametersphere.
3. Solidbarriers,whichdonothaveopenings,suchasamasonryorstonewall,shouldnot
containindentationsorprotrusionsexceptfornormalconstructiontolerancesandtooled
masonryjoints.
4. Wherethebarrieriscomposedofhorizontalandverticalmembersandthedistancebetween
thetopsofthehorizontalmembersislessthan45inches,thehorizontalmembersshouldbe
locatedontheswimmingpoolsideofthefence.Spacingbetweenverticalmembersshould
notexceed1-3/4inchesinwidth.Wheretherearedecorativecutouts,spacingwithinthe
cutoutsshouldnotexceed1-3/4inchesinwidth.
5.Wherethebarrieriscomposedofhorizontalandverticalmembersandthedistancebetween
thetopsofthehorizontalmembersis45inchesormore,spacingbetweenverticalmembers
shouldnotexceed4inches.Wheretherearedecorativecutouts,spacingwithinthecutouts
shouldnotexceed1-3/4inchesinwidth.
6. Maximummeshsizeforchainlinkfencesshouldnotexceed
1-1/4
inchsquareunlessthe
fenceisprovidedwithslatsfastenedatthetoporthebottomwhichreducetheopeningsto
nomorethan1-3/4inches.
7.Wherethebarrieriscomposedofdiagonalmembers,suchasalatticefence,themaximum
openingformedbythediagonalmembersshouldbenomorethan1-3/4inches.
8.AccessgatestothepoolshouldcomplywithSectionI,Paragraphs1through7,andshould
beequippedtoaccommodatealockingdevice.Pedestrianaccessgatesshouldopen
outward,awayfromthepool,andshouldbeself-closingandhaveaselflatchingdevice.
Gatesotherthanpedestrianaccessgatesshouldhaveaself-latchingdevice.Wherethe
releasemechanismoftheself-latchingdeviceislocatedlessthan54inchesfromthebottom
ofthegate,(a)thereleasemechanismshouldbelocatedonthepoolsideofthegateat
least3inchesbelowthetopofthegateand(b)thegateandbarriershouldhavenoopening
greaterthan1/2inchwithin18inchesofthereleasemechanism.
9. Whereawallofadwellingservesaspartofthebarrier,oneofthefollowingshouldapply:
(a)Alldoorswithdirectaccesstothepoolthroughthatwallshouldbeequippedwithan
alarmwhichproducesanaudiblewarningwhenthedooranditsscreen,ifpresent,are
opened.Thealarmshouldsoundcontinuouslyforaminimumof30secondswithin7
secondsafterthedoorisopened.AlarmsshouldmeettherequirementsofUL2017
General-PurposeSignalingDevicesandSystems,Section77.Thealarmshouldhavea
minimumsoundpressureratingof85dBAat10feetandthesoundofthealarmshould
bedistinctivefromotherhouseholdsounds,suchassmokealarms,telephones,anddoor
bells.Thealarmshouldautomaticallyresetunderallconditions.Thealarmshouldbe
equippedwithmanualmeans,suchastouchpadsorswitches,totemporarilydeactivate
thealarmforasingleopeningofthedoorfromeitherdirection.Suchdeactivationshould
lastfornomorethan15seconds.Thedeactivationtouchpadsorswitchesshouldbe
locatedatleast54inchesabovethethresholdofthedoor.
(b)ThepoolshouldbeequippedwithapowersafetycoverwhichcomplieswithASTM
F1346-91listedbelow.
(c)Othermeansofprotection,suchasself-closingdoorswithself-latchingdevices,are
acceptablesolongasthedegreeofprotectionaffordedisnotlessthantheprotection
affordedby(a)or(b)describedabove.
10.Whereanabovegroundpoolstructureisusedasabarrierorwherethebarrierismounted
ontopofthepoolstructure,andthemeansofaccessisaladderorsteps,then(a)the
laddertothepoolorstepsshouldbecapableofbeingsecured,lockedorremovedto
preventaccess,or(b)theladderorstepsshouldbesurroundedbyabarrier.Whenthe
ladderorstepsaresecured,locked,orremoved,anyopeningcreatedshouldnotallowthe
passageofa4-inchdiametersphere.Barriersshouldbelocatedsoastoprohibitpermanent
structures,equipmentorsimilarobjectsfrombeingusedtoclimbthebarriers.
