If TCO isolate is enabled in the Flash (See Section 6.7.1.3), The TCO Isolate command will disable PCIe
write operations to the LAN port. As the driver needs to access the CSR space in order to provide
descriptors to the NIC, this operation will also stop the network traffic including OS2BMC and MC-to-OS
traffic as soon as the existing transmit and receive descriptor queues are exhausted.
