Note: Packets that might have been blocked can still pass due to other decision filters.
In order to disable broadcast packet reduction, the MC should set all reduction filters to 0b. Following
such a setting, the NC must forward, to the MC, all packets that have passed the broadcast filters as
specified in the DMTF NC-SI.
The command shall overwrite any previously stored value.
