If the TCP/UDP Filter Index is bigger than 0xA, a command failed Response Code is returned with
Invalid Intel Parameter Number reason (0x5082).
Port flags is described below:
•Bit 0: Match UDP ports
•Bit 1: Match TCP ports
• Bit 2: Match Destination port (0) or Source Port (1).
• Bit 7:3: Reserved
