Hot-plug Interrupt Enable
When set to 1b, this bit enables generation of Hot-Plug MSI interrupt (and
not wake event) on enabled Hot-Plug events, provided ACPI mode for
hotplug is disabled.
0: disables interrupt generation on Hot-plug events
1: enables interrupt generation on Hot-plug events
