4.6.2.1 PmonCtr[0:4]—PMON Counter
4.6.2.2 PmonDbgCntResetVal—Perfmon Counter 4 Reset Value 
Register
This register is for debug only. Whenever counter 4 is reset, it will load this value
instead of resetting to zero.
4.6.2.3 PmonCntr_Fixed—Fixed Counter Register
This register is a perfmon counter. Software can both read it and write it.
