decreased.

If the number of PPCs in a given window is larger than this threshold, The RV is
increased.

WIN_SIZE: Window Size (WS)
The number of requests tracked before making a decision to adapt the RV.

IDLE_PAGE_RST_VAL: Idle Counter Reset Value (RV)
This is the value that effectively adapts. It determines what value the various ICs
are set to whenever they are reset. It therefore controls the number of cycles
before an automatic page close is triggered for an entire channel.
