o Base fee of $250 plus $10 per acre
 For communities with populations between 90,001 and 110,000:
o Value-based fees – no dollar values cited;
 For communities with populations between 130,001 and 150,000:
o $100 per project acre;
o Base fee of $250 plus $10 per acre.
 For communities over 250,000:
o $150 per acre.
