x86: PowerNow! Support for AMD Family 10h Processors

This device management enhancement is new in the Solaris 10 5/08 release.

This feature introduces support for AMD's PowerNow! technology into Solaris for AMD

Family 10h Processors. This support will enable Solaris administrators to manage the power

consumption of their AMD processors by lowering the processor frequency during idle

periods.
