Sent when the device generated a syslog message that matches the regular expression specified
in syslogMessageRegEx.
Parameters: syslogMsgNumber,syslogMsgFacility,syslogMsgSeverity,syslogMsgText.

and to send notifications when Events and Alarms occur.
