character mode when EOR and AEOR are not carriage return.
The value in the field is not used during a connection when in character mode and EOR
or AEOR is carriage return. In this case the default values will be used: parm #3 is 2 and
parm #4 is 0.
When the “Forced data forwarding” bit is 1, the data forwarding parms #3 and #4, that
are set at connection time in the PAD, are ALWAYS used.
